W. made these cute toilet paper tube "snow kids" filled with candy for her school friends. I saw the idea and instructions here, and changed a few things to suit us.
I printed out their templates, but also measured them out here so you could make your own. We used a light pink paper to wrap the top of the tube so the faces were a little more finished.
To begin, trace the tube onto the center of the circle and snip all around the curve up to the traced line. Add glue to the "snips" then gather and hold for a minute to seal the bottom of the tube.
(When you glue the "coat" piece on, try to line up the seam with the "skin" seam for a nicer finish.)
After gluing the "skin" paper to the top and the cover circle to the bottom, glue on the felt "coat" piece. Sew the hat piece together along the edge, inside out. Trim the hat and clip curves and turn right side out. We added a scarf (1/2" by about 8-9" scrap of felt-fringe the ends with your scissor) and glued a pom pom on the hat. Draw on cute faces and fill with treats. Put on the hat.
